The temporary lock out from getting your mail after a broken connection during retrieval is normal. Your mail is protected in a temporary spool while it is being downloaded for your protection (to avoid lose). If a connection is terminated during this process, the temporary spool stays in tact (and prevents access) from 15 to 45 minutes, depending upon the size of the spool itself. As soon as this time period passes, you will then gain access to your mail again and suffer no lose of information this way.
